Design/Build/Finance

Perini Management Services, Inc. has the capability to work with clients and assess the possibility of taking the design/build delivery system a step further to include providing finance services. This gives Perini's clients the option of a complete turnkey project. Perini can help to secure a financing tailored to the specific needs of the client and the project, which will result in the best financing execution and the lowest competitive interest rates. Our team evaluates all appropriate financing options, including structuring a securitization for the project, and placement of both debt and equity. The options may include ways to develop both traditional debt structures as well as hybrid approaches, utilizing a combination of traditional and capital market sources.

Secure Facilities

The security of personnel and facilities is of paramount importance to managers and executives of private and public organizations in the United States and abroad. Drawing upon Perini’s extensive experience in construction of correctional facilities, and in installation of physical and technical security features at U.S. Department of State posts, Perini Management Services, Inc. has developed a specialty in the design-build construction of security solutions for facility access control.

Our management team is knowledgeable of the protocol and procedures for maintaining security and safeguarding information at sensitive facilities.

Perini has recently been retained by one of the world's largest nuclear power generating companies to upgrade the perimeter security at ten plant sites in Illinois, Pennsylvania, and New Jersey.

Golden Grove Prison Addition and New Jail
U.S. Virgin Islands

A Perini led joint venture completed an accelerated design/build contract with the Government of the U.S. Virgin Islands to construct a new 320-bed addition to the existing Golden Grove Prison Facility on St. Croix. Innovative pre-cast modular cells (below left) allowed for rapid construction which was completed in less than 20 months. The work included two new jail facilities and an administration building, control tower, roads, parking, lighting, and utilities. Security systems included guard facilities, perimeter security systems, security doors/hardware, electronic surveillance equipment, and perimeter fencing.

Rapid Response

Many of Perini Management Services, Inc.'s recent contracts involve rapid response construction management services, and/or accelerated construction schedules, often on a design/build basis. We combine experience, flexibility, and entrepreneurial characteristics with Perini Corporation's technical and financial resources to execute multiple, concurrent projects on a fast track basis.

As a contingency contractor to the U.S. Army Corps of Engineers, Perini designed and constructed multiple, concurrent electrical reconstruction projects in Iraq, worth nearly $380 million dollars, in less than 12 months. The projects were part of our government’s effort to restore electrical generation, transmission, and distribution in that country during the transitional government of the Coalition Provisional Authority.

Within four weeks of receipt of a request for proposal, our design/build team had mobilized to Afghanistan and broken ground for a fast-track project to provide the entire infrastructure, along with barracks, tent slabs, and a dining hall for a 6,000 person Afghan Army training camp near Kabul, Afghanistan. Construction proceeded simultaneous to design activities in an environment completely lacking in local resources for skilled labor, supplies, equipment, building codes, or technical data, and included numerous increases to scope as the project unfolded. Perini met the aggressive schedule and completed construction within nine months.

Our CONCAP project team completed 50 Delivery Orders for the U.S. Navy for emergencies related to natural disasters, humanitarian needs, and peacekeeping efforts, worldwide, all mobilized within a 48 hour notice-to-proceed.

Our Contract Completion agreement with a major surety company requires a 48-hour response capability, anywhere in the U.S., to help stabilize and manage projects that are jeopardized by the defaults of general contractors and specialty subcontractors.

Our Security Upgrade - Worldwide contract with the U.S. Department of State requires design, planning, and construction of fast-track security upgrades at multiple U.S. embassies and consulates throughout the world.

In responding to the requirements of these contracts, Perini Management Services, Inc. has demonstrated the ability and flexibility to deploy substantial project management resources, subcontractors, and materials in a timely manner.
